Free Developments require co-operation to be most effective and produce
real reductions in congestion while improving the quality of life
for those inhabiting them. Developers and local authorities need to
liaise and co-ordinate to implement carfree and lo-car restrictions.
The establishment of a carfree development, whether as a new construction
or as a change of use development should be initiated and implemented
with the consent and involvement of the residents.
Central government may also offer advice and support in certain cases,
extra resources can be used to ensure that public transport facilities
are available and suitable and that pedestrian facilities are well
